Beirut, Lebanon – Group Tendering for International Projects
Position Overview
DOUMMAR MEP Contractors (D-MEP) is recruiting an Electrical Estimator to price the electrical scope of the Group's tenders from its Beirut office. D-MEP tenders and delivers complete MEP packages on premium developments in Africa and Europe, and the Electrical Estimator is responsible for the entire electrical estimate on each tender:
- Power generation and distribution: standby generation, MV and LV distribution, lighting, small power, earthing and lightning protection
- Low current systems: fire alarm, public address, intercom, access control, CCTV and the building management system (BMS)
D-MEP self-performs all of its works through its own in-house teams, with direct labour on site reaching several hundred at peak. The estimate must therefore be built from first principles: material and equipment priced from international vendors, shipping, customs and local delivery costed to site, and installation priced from D-MEP's own labour and productivity rates rather than subcontractor quotations. Most equipment is procured internationally and shipped to site.
The Electrical Estimator works alongside the Mechanical Estimator, reports to the Technical MEP Manager, and is accountable for the accuracy, completeness and timeliness of the electrical estimate on every tender, and for how closely it tracks the cost actually achieved on site after award.
Starting compensation: USD 42,000 annual package.
Working Conditions and Benefits Provided by D-MEP
- Full-time employment, office-based in D-MEP's Beirut office (Sin El Fil)
- Occasional travel to project sites and tender meetings abroad
Key Responsibilities
Tender Review and Take-Off
- Review tender documents, drawings, specifications, BOQs and contract conditions to establish the full electrical and low current scope, and identify gaps, ambiguities and risks
- Raise tender queries and clarifications and record the assumptions and exclusions underlying the estimate
- Prepare quantity take-offs for MV, LV and low current systems from drawings, and verify the client's BOQ quantities against them
- Attend pre-bid meetings and site visits, and coordinate with D-MEP's local engineers for site assessments where the tender is abroad
Pricing and Cost Build-Up
- Build the electrical estimate line by line from material, equipment, labour, accessories and consumables, and apply overheads, risk and margin as directed
- Obtain and compare quotations from international manufacturers and suppliers for generators, transformers, RMUs, AVRs, MDBs, ATS and synchronisation panels, sub-distribution boards, cabling, containment, lighting, small power, earthing and low current systems, and negotiate tender pricing
- Cost international shipping, customs clearance, duties, insurance and local delivery to site for each project country, and price around long-lead items
- Price installation from D-MEP's own direct-labour rates and productivity norms, and keep those norms current from site feedback
- Handle multi-currency pricing and exchange-rate exposure between the vendor currency, the tender currency and the site currency
- Maintain and improve D-MEP's electrical price library of material rates, vendor quotations, productivity factors and historical tender outcomes
Technical Proposal and Value Engineering
- Propose compliant alternative equipment and value-engineering options and quantify their cost effect
- Prepare the technical content of the electrical offer: equipment schedules, compliance statements, proposed manufacturers, exclusions and clarifications
- Support management in tender presentations and in post-tender negotiations with clients and consultants
Post-Award Handover and Feedback
- Hand the estimate, assumptions, vendor quotations and price build-up over to the Project Manager and Electrical Lead Engineer at award
- Price variations and additional works requested by projects during execution
- Compare estimated against actual costs on completed projects, and feed the differences back into the price library and productivity norms
Requirements
Must-Have
- Bachelor's degree in Electrical Engineering
- Minimum 8 years of professional experience. Your current or most recent employer must be an MEP or electrical contractor, and you must have spent at least 4 of the last 6 years estimating for MEP or electrical contractors. Candidates who began their careers with consultants or quantity surveying practices are welcome, provided they have since moved into contracting. Candidates currently or recently working on the consultant, client or PMC side will not be considered.
- Experience pricing complete electrical packages on large-scale buildings for a contractor, from take-off through submission, including MV and LV distribution, standby generation, lighting and small power, and low current systems
- Experience pricing installation from the contractor's own labour and productivity rates, not from subcontractor quotations
- Experience obtaining and comparing international vendor quotations and costing shipping and customs to site
- Advanced Excel, with proficiency in AutoCAD for take-off
Preferred
- Experience on premium or high-end developments such as bank headquarters, hospitals, hotels, shopping malls or large-scale residential compounds
- Experience pricing projects in Africa, Europe or other international markets, and with their customs and logistics
- Knowledge of IEC, British and French (NF C 15-100) standards
- Working knowledge of FIDIC or similar international contract forms
- Experience with Revit MEP and with take-off or estimating software
- Experience tracking tender accuracy against actual project costs
Language
Professional fluency in English is required. French is a strong plus, as a large share of D-MEP's tenders and clients are French-speaking. Arabic is an advantage.
